CHILD BEATEN, STRANGLED & RAPED AFTER LURED TO HYANNIS PUBLIC RESTROOM, CRIMINAL COMPLAINT SAYS?

HYANNIS, MASSACHUSETTS ? [HN NOTES] ?  Yesterday afternoon ? Wednesday, May 1, 2024 ? HN was contacted by a confidential source regarding a child who allegedly had been sexually assaulted in the vicinity of the Hyannis village green. The credible source was concerned about a disturbing, ongoing trend where children are being targeted and preyed upon by sexual predators masquerading as other children playing online games. The source wanted HN to look into the matter and hopefully publish something to serve as a warning to parents who may not realize these things are happening on Cape Cod. In short, we are not immune, and parents need to remain vigilant? HN immediately began reaching out to Barnstable Police sources and learned they had arrested a man accused of sexually assaulting a child in a public restroom in downtown Hyannis. Another source was able to obtain copies of the following criminal complaint filed in Barnstable District Court earlier in the day:     According to an official Barnstable Police media statement, on Tuesday April 30, 2024, 68-year-old Robert Russo (Girrard) ?of Provincetown? (also note the above criminal complaint lists a Town of Barnstable address) was arrested for sexually assaulting a male juvenile in a public restroom in Hyannis. At around 3:00 p.m. Tuesday, Barnstable Police responded to the reported assault. Russo was identified as the suspect and was taken into custody on scene. The incident was investigated by patrol officers and detectives. According to the media statement, the investigation alleges that Russo had become ?friends? with the juvenile on social media and gaming apps. The BPD media statement continues as follows: ?After conversing on the apps the two parties met at a public restroom in Hyannis where the assault took place. Russo was arraigned at Barnstable District Court on Wednesday May 1, 2024 and held without bail. Russo is being charged with Rape of a Child (Aggravated 10 year age difference), Indecent Assault and Battery on Child under 14, Assault and Battery Dangerous Weapon on Child under 14, Strangulation or Suffocation, and Assault and Battery.? Special Agent Willie Creech touches upon some of the ways children can be targeted, deceived, manipulated and harmed by online predators. The Barnstable Police Department want parents to know about an online resource called NetSmartz ( www.netsmartz.org ) where parents, caregivers, and children can educate themselves on internet safety. The BPD also wanted to urge everyone that they can report suspicious online behavior by contacting them at 508-778-3874.

MASS. ETHICS COMMISSION: Cape & Islands District Attorney Robert Galibois Pays $5,000 Penalty for Violating Conflict of Interest Law

[HN File Photo, Rob Galibious, 2022] Galibois directed District Attorney's Office to issue press release to promote public narrative favorable to himself after motor vehicle accident BOSTON, MA ? [State Ethics Commission media statement]  ?  Cape and Islands District Attorney Robert J. Galibois II has paid a $5,000 civil penalty for violating the conflict of interest law by using public resources to attempt to cast himself in a favorable public light after he was involved in a motor vehicle accident and to promote a campaign donor's rental apartments to office staff. Galibois signed a Disposition Agreement in which he admitted the violations and waived his right to a hearing. On February 23, 2023, Galibois was involved in an accident while making an illegal U-turn in his state vehicle. The Barnstable Police Department issued him a warning for making an improper turn, a marked lanes violation, and failure to file an accident report. In response to the news media attention drawn by the accident, Galibois directed his Second Assistant DA to draft a press release. The press release, issued on DA's Office letterhead, was designed to turn the public narrative of the accident in Galibois' favor. Also in February 2023, shortly after Galibois was sworn into office, a donor to his campaign texted him that he wanted to offer some of his rental apartments to DA's Office staff before publicly advertising them. Galibois then sent an office-wide email informing his staff of the available apartments and offering to provide the donor's contact information to anyone interested. Galibois subsequently referred two of his Assistant DAs to the donor. The conflict of interest law prohibits public employees from using or attempting to use their official positions to secure valuable unwarranted benefits for themselves or others. Galibois violated this prohibition by using his position as District Attorney and the resources of his public office to publicize a version of his motor vehicle accident favorable to himself for his own personal advantage. Galibois also violated this prohibition by using the resources of his public office to promote his campaign donor's apartments to a targeted group of desirable prospective tenants, his DA's Office staff. ?A core principle of the conflict of interest law is that public resources, such as public agency media releases, email, and staff worktime, must not be used to further private interests. District Attorney Galibois failed to uphold this principle when he used the resources of his office to further his own private interests and those of a donor to his election campaign,? said State Ethics Commission Executive Director David A. Wilson. ?Public resources are to be used for the public's benefit.?
